Let’s tackle these one by one: The driver side locks with power locks but when I try to unlock with key it won’t. Does the key turn in the cylinder when you try to unlock? Here’s some info about 67 and 68 which had a one port heater junction. The second port was moved to the heater valve (which became a three port).

66s used a double ported junction. At least the five or six I have worked on did.
I think I called it the heater junction. It is designed to scoop up the coolant flowing through the intake and send it to the heater valve.
The most common failure is tube rot and pickup rot.

You can jumper the harness to see if the wiring from the relay to the horns is good.

The relay doesn’t disable cruise. The horn switch does. The horn grounds the (unlabeled) off contact of the cruise control switch.
I had a car with the cruise control wires disconnected and the horn didn’t work. This was why.

I have found the horn schematics. Please stand by for a picture of the wiring schematics.
Just so you know, the horn will never be fused. At best, it has a circuit breaker on it.

I have paper copies of the 73 schematics, but I cannot find any scans of them.
I will post the Horn schematics if I can find the paper copy.

Forgive me, but what advantage would switching out the ring from the biggest 9-3/8" to a 9" gain except to use a ratio not available as stock or maybe service parts?

Axles and rims get damaged when they run sideways into curbs and other obstacles. They’re pretty easy to check.
You don’t need to remove any drum brake hardware to check the axle runout.
