The reason that the UP circuit has the only relay is because the motor will draw far more current raising the window than lowering it. Another thing to look at, on my car which is a late 1963 (may be the same wiring set up) has a multi wire molded rubber plug for the up relay like all the rest, but ...

There is probably an adjustment on this pull down mechanism right next to the latch, I would just lower it as far as it goes, or just remove the pull down unit until you get a chance to fix it.

The anodizing is a pretty hard coating that would need to be completely sanded off, otherwise you will see the areas that are still coated and a line inbetween. What do things look like on the other side? The small piece should be at the same level as the stainless trim piece that fits behind the bumper on the front side of the car. I am thinking this small pointed trim piece is badly twisted. This piece of metal is very thin stainless.
